The agreement was signed in the presence of senior officials from both countries, To Lam and Dmitry Chernyshenko.
During the visit to Russia by To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam, a number of bilateral agreements were signed, reflecting the deepening strategic dialogue between the two countries in digitalization, technology, and scientific and engineering cooperation. A key element of the agreements was the inclusion of the Centralized Institutional Risk Management Platform (CIRMP) project in the formal cooperation agreement between RC Complex Systems LLC and Shinec JSC.

The document was signed in the presence of Dmitry Chernyshenko, Deputy Prime Minister of the Russian Federation, and To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam. The full list of initiatives covered by the agreements has been published on the official website of the President of the Russian Federation.
CIRMP, developed jointly by RC Complex Systems and RC Insurance Broker, is a multi-module digital ecosystem offering a broad range of tools for risk monitoring and control, incident modeling and forecasting, analysis, and decision support.
“We see the platform as an open architecture that brings together industry knowledge, analytical capabilities, and digital tools. Our objective is to establish a technological foundation for a systematic approach to risk management in the interests of business, government, and society” — said Igor Fedorov, Candidate of Sciences in Physics and Mathematics and Chairman of the Board of Directors of RC Insurance Broker.
The integration of CIRMP into the Russia–Vietnam technology dialogue represents a new level of cooperation in digital sovereignty and technological independence. As noted in a publication by the Roscongress Foundation, the parties expressed their readiness to expand cooperation in digital solutions, artificial intelligence, and platform-based analytics.
CIRMP is among the initiatives to be developed in partnership with Shinec JSC for practical application across Vietnam’s industrial and infrastructure sectors. This will provide an opportunity to test the platform in a transnational environment involving research centers, technology companies, and the relevant ministries of both countries.
