“To Insure or Not to Insure?” — Ivan Eremeev raised a critical question for businesses during the panel discussion.
Cyber Congress 2025 was held in Moscow on 4 December 2025, focusing on the latest trends, technologies and challenges in corporate digital security. The conference was organized and hosted by Cyberdom, a project that brings together the information security community and promotes a stronger cybersecurity culture in Russia.

Cyber insurance was one of the central topics on the business program. The session entitled “To Insure or Not to Insure?” was moderated by Ivan Eremeev, Managing Director of the Financial Risks and Liability Insurance Department at RC Insurance Broker. Under his guidance, insurance professionals, lawyers and information security specialists engaged in an open discussion.
The deliberately challenging “grilling” debate format allowed cyber insurance to be examined from contrasting perspectives, ranging from its proponents, who regard it as a key component of corporate cyber resilience, to sceptics, who question its practical value at the current stage of market development.
The discussion addressed several of the market’s most pressing issues:
- the scope and effectiveness of insurance coverage;
- the adequacy of policy limits;
- underwriting and risk assessment methods;
- claims handling procedures;
- the flexibility of insurance programs and the level of trust in insurers.
Particular attention was given to the conditions under which cyber insurance could become an integral part of a company’s risk management framework.

The audience took an active part in the discussion. Representatives of major insurance companies and businesses shared their experience and observations, adding further practical value to the session.

“Open dialogue is essential to developing sustainable insurance solutions that address the real needs of businesses in a rapidly evolving digital environment” — emphasized Ivan Eremeev.
RC Insurance Broker continues to support professional dialogue on cyber insurance, viewing it as an important financial instrument for strengthening business resilience, provided that risks are assessed correctly, policy terms are transparent and clients receive high-quality support.
